Dunedin shifts from offices to housing

Dunedin abandons plans for an office complex in favor of more housing after years of unsuccessful attempts to attract an employer to the site.

City leaders have struggled for a decade to land an anchor employer there; the pivot is intended to unlock residential development and move the long-stalled project forward.
